Californian A& E Hospitals require all casualties to be sedated ?

My brother says he was taken to Oakland/Richmond Calif . Hospital after an work related accident away from home HE tells me the hospital insisted on ALL A&E patients being sedated - he had a head injury! All presenting patients had an automatic drug and alcohol test - which the nurse took after swabing his arm with alcohol and it proved positive for alcohol. A subsequent iodine swabbed arm proved, my non- drinking brother, was negative My brother is a very reserved 40 year old USA CITIZENS IS THIS TRUE ? ARE HOSPITALS THIS BAD AND YOUR COMMUNITY THIS DANGEROUS?
