Ohio law concerning the transfering of medical records called Ohio revised code 3701.741?

Ohio revised code 3701.741 it's a law concerning the transfer of medical records. I want to know if the patient's doctor is moving to a new office who is responsible to pay for the copying and sending of the patients medical records.

1. Does this mean you are not allowed to transfer your own records?or what does the law conern?I always thought you had a right to them.But with so many people suing over things anymore..i dont know.
