Cleveland areas to live, are these good or bad?

A friend wrote me from Europe. Her daughter will study in Cleveland in January. Can you answer her questions for me please? "She has been offered accommodation in Bellflower Road near the university and university hospitals. Another student has found accommodation in Derbyshire road so I was wondering if you , by any chance, knew anything about the neighbourhoods these streets are in. Any info about which neighbourhoods are bad or no-go areas, I would appreciate."

1. Those areas are located in one of Cleveland's suburbs which is good. I am familiar with the area and it is a very good area. So either one would be great. Their police department is one of the best in the city. The area is also very culturally diverse, the people are friendly. She will love it there. Even though I live in the city of Cleveland, I frequent there often to do my shopping and go to my doctors appointments. Tell mom she has nothing to worry about her daughter will be fine with whichever area she chooses! Good Luck!!!!
2. Bellflower Road I believe is in Cleveland near Case Western Reserve. It is near the museums. Because it is heavily populated by the student body and near such a cultural area, its pretty safe. Derbyshire is in Cleveland Heights (where I am from) and it is a safe area. Just tell them not to go to East Cleveland - that is a suburb of Cleveland and is acutally pretty close to Case. 3. The areas u described are nice areas, but depending on your daughters financial situation, she may want to consider a nice apartment in bratenahl place, or a place on the west side in an area like lakewood or kamms corners, in those cases she can rely on the public transportation system that was rated number 1 in north america, and she will ride for free because bus fare is manditorily included in tuition for the school
4. stay away from the city of Cleveland. It is one huge ghetto with bad cops that steal..........and sell drugs...and rape women
