Yes of course. Sometimes they are called psychiatric ward
not in the sense that you mean. there are no places with poor, mistreated people chained to their beds wailing and clawing their cheeks etc. but there are care homes for the mentally disturbed.

A question like that deserves only one answer: Yes we have and it is called the House of Parliament and its full with patients called MPs and Ministers.The head shrink is known GB. They have guided tours so you can witness their behaviour mixed with what might be laughter. As far as i know, all the big asylums were shut down in the late 1980's and early 90's. Then the government created care in the community and small homes, nothing like the old run asylums. Of course there are still people that are mentally ill, maybe even insane, but they are either in a proper hospital for the mentally ill or cared for in a smaller run home for this illness..
Look up "Broadmoor" in Wikipedia (reference given here). It is a hospital for the criminally insane.
Rampton & Broadmoor are institutions (I think overseen by H.M. Prison Service) that have specific facilities for this type of individual.
