Trying to find the Florida medical law about being referred....?

I don't know exactly where to post this. Well I know it is a Florida law that states if you are referred from an emergency room that the doctors office has to see you once for free. Well my daughter fractured her elbow and was referred to a doctors office. Well after a very long run around they seen her for free but now I got a bill for over $1,200.00!!! Plus it says on the bill that I made a payment of $20.00 when I gave them nothing and I want to fight this! I was told by the doctor's office that she had to go to that it is the Florida law and was also told by another doctors office that it is the law.

1. There is no law that requires the doctor to see you for free. Fight it all you want.
