Why are VA Hospitals exempt from State No Smoking Laws?

Noticed people outside VA Health Services smoking. This does not happen outside Private Hospitals within a certain distance? Wonder what exemption Federal Hospital has? Please do not say Federal laws over ride State laws as this is not an acceptable answer.

1. You enter a federal facility, you are entering federal land, the fed law and regulations override state. Same with Indian reservations, they are pretty much a small country within this one. Albeit, the higher authority takes precedence if it violates the constitution and some felonies. To what degree I don't know.
2. They all have designated smoking areas. Why should you or I dictate to someone who laid their life on the line for your supposed freedom.
