Ohio Governor imposing franchise fees on hospitals. But how is this keeping health care affordable?

or are Democrats just playing shell games with OUR money? we are talking MILLIONS. The franchise fees will help the state budget, since the governor's campaign promise was "no new taxes". The fees are 'supposed' to be offset two years from now from higher medicaid reimbursements. Yet, i thought the 'average joe' with health insurance paid extra to cover the patients who use medicaid. It is all very confusing.   1. Shell games. Kind of like California wanting to tax physicians to pay for Medicaid. It just takes money out of the system. You take money from one great, waste a bunch of it on bureaucracythen give what's left back to the people you took it from. It's just stupid.
