How will the hospitals deal with MS13 and other Gang related medical care cost, after Obama-care is passed?

I'm serious, when 'gangsters' get treated at hospitals, who will pay their bills? If they have no mandated Health Insurance, who is going to pay? How is this going to work? As it is now, everyone is treated and payment is considered after care; those involved in criminal activities treated no different than others. How's it going to work if Obama-care passes?

1. If a working person doesnt have the insurance they pay a fine or go to jail. Same deal for "gangsters"?
2. ObamaCare has no provisions for that, it is a cost that will be shifted to the states as the Federal government has been prone to do.
3. Most gangsters do have a job or at least a way to pay and if they don't then they could pay a fine or go to jail.
