Act 6 medical claim law?

My insurance paid the hospital less than the amount charged. The insurance company said that in compliance with Act 6, the insurance company usually pays the minimum percentage based on the region. After the hospital receives that minimum amount, they are not to charge the patient for the balance since Act 6 is the law. Is this true?
